“Commander Rhode instructed me to gather information about the recent Dragon sightings. I should enter Broken Valley and ask the villagers and guards what they know. When I have collected enough information, I can find Commander Rhode at the local barracks.„

Chasing the Dragon is a main quest automatically accepted upon entering Broken Valley. Commander Rhode will tell you to find as much information as possible from residents of Broken Valley Village.
This quest is completed by speaking with atleast 3 NPCs from Broken Valley Village, who have any information about the location of the Dragon.
You can find Ollie at the entrance to the Black Boar Inn which is a large building built into a cliff on the left side from the gate you entered the village. Romon can be found near the Chapel which can be accessed by going around the Black Boar inn and crossing the small bridge. Winthrop can be found guarding the entrance to the Watermill (building in middle of the village), near the training guards. Sean can be found patrolling the wall above training guards.
Once you have spoken with enough NPCs a message will appear on screen indicating that there has been progress in the quest. The quest will also be marked green in the quest log.
Once this happens go to Barracks, which is a tower connected to the walls protecting the village from the wilderness. Once inside go to the ground floor where you can find Rhode speaking with Lieutenant Louis.
Speak with Rhode and tell her what you have found in order to complete the quest.
